What is on file for my candidate? A file on every member of Congress, governor and 2026 nominee: who funds them, the decisions on their desk, and the sources.
Joe Lombardo
Republican, running for Governor. Now Governor.
Subject: Joe Lombardo, Republican Governor of Nevada since January 2, 2023, seeking a second term on November 3, 2026. He is a former Clark County sheriff, 2014 to 2023, and an Army veteran. Compiled: October 27, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: Nevada third quarter contributions and expenses reports covering July 1 to September 30, 2026, as reported October 17 to 21, 2026. AdImpact ad totals as of October 17, 2026. Next scheduled data drop: The next Nevada Secretary of State contributions and expenses report after the election. The exact due date was not verified.
Bottom line up front
Lombardo runs a three vehicle operation: his campaign committee, Better Nevada PAC and Nevada Way PAC. Direct gifts to the campaign are capped at $10,000, so the big money sits in the PACs. In 2026 through September 30 his campaign raised just over $6 million and Better Nevada PAC about $30 million, per KTVN on October 20, 2026, 2news.com. He entered October with $2.8 million in campaign cash to Ford's $1.3 million, per The Nevada Independent on October 17, 2026, thenevadaindependent.com. Better Nevada PAC had spent or reserved more than $29.3 million in ads, about twice the DGA side.
Five interests combine large money and a live decision:
- Billionaire megadonors. Robert Bigelow, the Budget Suites weekly motel owner, gave Better Nevada PAC $2.5 million in the second quarter and gave $6 million to the RGA's Nevada PAC in the third. Ben Horowitz and his wife gave $1 million. The lever is housing and landlord law, where Lombardo has used his veto.
- The Republican Governors Association. $5 million to Better Nevada PAC in the second quarter and $9.5 million to a Lombardo affiliated PAC in the third.
- Gambling. Station Casinos gave Nevada Way PAC $1 million in each of the second and third quarters. MGM Resorts gave $160,000 and South Point $150,000. The lever is gaming regulator appointments.
- Utilities and energy. Southwest Gas gave Nevada Way PAC $250,000. The governor appoints the Public Utilities Commission, which approved an NV Energy peak demand charge taking effect in January.
- Mining. Nevada Gold Mines gave $500,000 in 2024 and $500,000 in March 2026. The lever is the state engineer and groundwater limits.
Committee structure and treasurer
The campaign committee, Better Nevada PAC and Nevada Way PAC are the three vehicles named in coverage. Nevada Way PAC moved $1.8 million to Better Nevada PAC in the third quarter, and the two PACs together gave more than $1.8 million to the Nevada Republican Party. The campaign does not count Nevada Way PAC gifts in its headline totals. Secretary of State IDs and treasurers were not verified, because the nvsos.gov report viewer returned no readable content.
Bloc: Billionaire megadonors
Documented. Bigelow gave Better Nevada PAC $2.5 million and Horowitz and his wife gave $1 million in April through June 2026, per The Nevada Independent on July 16, 2026, thenevadaindependent.com, and the Nevada Current on July 17, 2026, nevadacurrent.com. In the third quarter Bigelow gave $6 million to the RGA's Nevada PAC. The filings read do not show that money moving on to Better Nevada PAC, so this file stores it as a sideways edge only. In 2022 Bigelow gave Better Nevada PAC $7.6 million, Stronger Nevada PAC about $5.8 million and the campaign about $200,000, per The Nevada Independent on October 25, 2022, thenevadaindependent.com.
The lever. Lombardo vetoed a 2023 cap on corporate home ownership, and his office reportedly blocked a stricter 2025 effort, per The Nevada Independent on August 6, 2026, thenevadaindependent.com. In 2025 he vetoed AB280, which capped rent increases for seniors in a pilot, and AB223, which let tenants withhold rent over habitability problems. He now says he is forming a working group and backs Trump's push against corporate buying.
Inference: A weekly motel owner is a landlord with a direct stake in tenant law. The file shows the gifts and the vetoes with their dates. It does not show that Bigelow asked for either veto.
Bloc: Party and leadership, the RGA
Documented. RGA gave Better Nevada PAC $5 million in the second quarter and $9.5 million to a Lombardo affiliated PAC in the third. KTVN puts the RGA total to Better Nevada PAC at almost $10 million for the third quarter. Trump endorsed Lombardo, per Ballotpedia, ballotpedia.org.
What they want. A Republican governor holding the veto against a Democratic Legislature. Lombardo issued 75 vetoes in 2023 and a record 87 in 2025, per The Nevada Independent veto tracker, thenevadaindependent.com.
Inference: The RGA money is the single largest source for Better Nevada PAC, so the national party, not any one Nevada interest, is the main funder of the pro Lombardo air war.
Bloc: Gambling and utilities through Nevada Way PAC
Documented. Nevada Way PAC reported $1 million from Station Casinos, $250,000 from Southwest Gas, $160,000 from MGM Resorts and $150,000 from South Point Hotel and Casino in the third quarter. Station also gave about $1 million in the second quarter, half the PAC's $2 million.
The lever. The governor appoints gaming regulators and the PUC. Ford says energy companies gave $40,000 after the Lombardo appointed PUC approved NV Energy's peak demand charge, which shifts costs to rooftop solar customers, per the Nevada Current on October 13, 2026, nevadacurrent.com. The companies behind the $40,000 are not named. The Lombardo campaign did not respond.
Inference: No public Lombardo position on a specific gaming or gas rate decision was found. That silence, next to $1.56 million from casino companies in one quarter, is itself a finding under protocol step 7.
Bloc: Mining
Documented. Nevada Gold Mines, the Barrick and Newmont joint venture, gave $500,000 in 2024 and $500,000 in March 2026, per campaign finance reports cited by the Nevada Current on October 13, 2026. Lombardo fired water engineer Adam Sullivan about a month after mining companies complained to his office about efforts to reduce groundwater pumping, per a Nevada Independent report the Current cites.
Inference: The timing is stored with both events. The file does not claim the gifts caused the firing.
Other money relevant record
Lombardo signed SB1 on June 15, 2023, giving the Athletics up to $380 million in public financing for a proposed $1.5 billion ballpark, per The Nevada Independent, thenevadaindependent.com. Team owner John Fisher gave the campaign the $10,000 maximum in the second quarter of 2026. Lombardo vetoed AB259, a prescription drug price cap tied to Medicare prices, in 2025, citing state costs and access, and vetoed a similar bill in 2023. He holds a no new taxes pledge and supports the Question 7 voter ID measure. On data centers his campaign gave no direct answer, saying existing rules protect ratepayers.
Own finances and disclosure history
No Nevada financial disclosure statement was retrieved. He holds civil engineering and crisis management degrees from UNLV and served 26 years at Las Vegas Metro before his election as sheriff, per Ballotpedia.
Enforcement and controversies
- Badge and uniform case. The Ethics Commission censured him and fined him $20,000 in 2023 for use of his sheriff's badge and uniform in the 2022 campaign. He sued. On September 23, 2025 the commission voted 5 to 3 to settle for a $5,000 payment, no willful finding and no censure. His office said he was confident in his legal positions and the deal served taxpayers, per The Nevada Independent, thenevadaindependent.com.
- Contributor claims. Contested. Ford says Lombardo's policies serve his donors. The campaign did not respond to the Nevada Current.
- No FEC matter applies; this is a state race.

Campaign intel
- Main message. A record of results and restraint: education, health care, public safety and the economy, a no new taxes pledge and a record veto pen against the Democratic Legislature, paired with attacks on Ford's out of state travel. ballotpedia.org and thenevadaindependent.com
- Biggest vulnerability as opponents frame it. The "Lombardo Trump economy": high fuel, housing and health costs, his tariff remark that people should "feel a little pain," vetoes of drug cost and renter bills, and policies Ford says serve billionaire donors like Bigelow. democraticgovernors.org and nevadacurrent.com
- Strongest coalition. White voters, 51 to 38, and men, 47 to 41, in Emerson's September poll, with a 49 to 39 favorable rating; voters trust him over Ford on public safety and crime by 12 points in Noble Predictive Insights. emersoncollegepolling.com and noblepredictiveinsights.com
- Weak spot in polling. Hispanic voters, where he trails 20 to 51, and Trump's 37 to 55 approval among likely voters; his economic approval is 45 to 47 in Noble, and RedBox Research had him down 43 to 46 on October 23. emersoncollegepolling.com and pollsmax.com
- Recent event. At an October fundraiser he said "There's no place easier to vote in the nation than Nevada. Unfortunately," reported by the Nevada Current on October 22 and pushed by the state Democratic Party; his campaign did not comment. Earlier he skipped the October 9 Carson City forum, leaving Ford at an empty podium. einpresswire.com and kolotv.com
- Money gap. He leads: $2.8 million campaign cash to Ford's $1.3 million, more than $5.8 million in PAC money to Ford's $2.7 million excluding governors groups, and $29.3 million in Better Nevada PAC ads to $14.1 million for the DGA side, though Ford outraised his campaign directly in the third quarter. thenevadaindependent.com
