What is on file for my candidate? A file on every member of Congress, governor and 2026 nominee: who funds them, the decisions on their desk, and the sources.
Cindy Holscher
Democrat, running for Governor. Now Kansas State Senator, Overland Park.
Subject: Cindy Holscher, Democratic nominee for governor of Kansas, 2026, a state senator from Overland Park Compiled: October 27, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: July 23, 2026 for state ethics commission filings, filed July 27, 2026. Outside spending through October 26, 2026. Next scheduled data drop: The Kansas pre-general candidate report due October 26, 2026, which was not yet retrieved for this file.
Bottom line up front
Holscher won the Democratic primary on August 4, 2026 with 48.6 percent over Ethan Corson, the candidate Gov. Laura Kelly had endorsed, per the Kansas Reflector on October 20, 2026, newsfromthestates.com. She faces Senate President Ty Masterson for the open seat. Kelly is term limited.
Her own money is thin. Her July report shows $412,630.21 raised from January 1 to July 23, 2026, $527,588.29 spent, and $64,933.65 left, per the filing posted by the Sunflower State Journal, sunflowerstatejournal.com. Masterson ended the same period with $430,211.71.
Three interests combine money and a decision:
- Organized labor. The Teamsters conference, the Kansas AFL-CIO, KNEA, AFT, SEIU Local 513, UAW Local 31, UFCW Local 2 and AFGE back her. The lever is school funding, Medicaid expansion and union labor on data center builds.
- The Democratic Governors Association. DGA money runs through the Kansas Values Institute, which reserved $2.755 million in ad time as of September 29, 2026.
- The data center and AI industry, against her. Building the Future, an offshoot of the pro AI super PAC Leading the Future, is spending more than $1.5 million for Masterson. She wants a pause on new data centers.
The RGA's Right Direction PAC reserved about $6.9 million against her, the largest single sum in the race.
Committee structure and treasurer
The candidate committee is Cindy Holscher for Governor. Its treasurer is former Lt. Gov. Lynn Rogers, per the Kansas Reflector on May 15, 2026, hppr.org. The July report summary is signed by the candidate. The state filer ID was not verified. Her running mate is Rep. KC Ohaebosim of Wichita.
Bloc: Organized labor
Documented. The Missouri-Kansas-Nebraska Conference of Teamsters endorsed her on October 12, 2026. The Kansas AFL-CIO, the KNEA PAC, AFT, AFGE, UAW Local 31, SEIU Kansas Local 513 and UFCW Local 2 also back her, per the Kansas Reflector, kansasreflector.com. She joined a teachers union earlier in 2026, which a Corson staffer called a stunt, per KCUR on October 14, 2026, kcur.org.
What they want. Full special education funding as state law specifies, Medicaid expansion, and union labor on data center construction.
Inference: Union dollar gifts to her committee were not visible in the July summary, so labor's weight here is endorsements and turnout, not documented checks.
Bloc: Party and leadership
Documented. The DGA funds the Kansas Values Institute buy, $2.755 million reserved as of September 29, 2026, per the Sunflower State Journal, sunflowerstatejournal.com. KVI is a social welfare group and does not disclose donors. The DGA also ran an October 1 digital ad tying Masterson to Sam Brownback. Kelly and former Gov. Kathleen Sebelius headlined a fundraiser for her in early October, with former congressmen Jim Slattery and Dan Glickman on the host committee.
Inference: The party establishment that backed Corson has closed ranks, but the money it controls flows mostly through KVI, so it will not show on her own reports.
Opposition money
Documented. Right Direction PAC, the RGA's vehicle, reserved about $6.9 million from the primary through the general, per the Sunflower State Journal on August 5, 2026, sunflowerstatejournal.com. Its first ad said she opposed capping property taxes. Later RGA ads tied her to California and claimed she backs taxpayer funded surgery for children. Emporia State political scientist Michael Smith rated the surgery and benefits claims false and the California ad misleading, per KAKE on October 20, 2026. Building the Future is spending more than $1.5 million for Masterson, per NBC News on October 26, 2026.
Positions and record
She was elected to the Kansas House in 2016 and the Senate in 2021, and was part of the coalition that overrode Brownback's tax veto. She worked most of her career at Sprint. She would cut the residential assessment rate by 2.5 percent by constitutional amendment, fully fund special education, legalize recreational marijuana, and pause new data centers. She voted for the SB 98 data center tax break on April 11, 2025 and now says she regrets it.
Own finances and disclosure history
No statement of substantial interests was retrieved. No loans to her campaign appear in 2025, per the Kansas Reflector on January 19, 2026.
Enforcement and controversies
- Data center flip. Masterson calls her a flip flopper on SB 98. She says she changes positions when she gets new information.
- RGA ad claims. Contested. RGA ads say she backs taxpayer funded surgery for children and benefits for undocumented immigrants. An Emporia State expert rated those claims false. Her direct response was not found.
- No ethics complaint against her was found.

Campaign intel
- Main message. A populist cost of living pitch: she will take on corporations and billionaires, will not be bought, and Masterson is Brownback 2.0 who failed to deliver property tax relief with a supermajority. kcur.org and kcur.org
- Biggest vulnerability as opponents frame it. Masterson and Trump call her a socialist and the most radical candidate in state history, and the RGA says she opposed capping property taxes and flipped on data centers after voting for SB 98. rga.org and kcur.org
- Strongest coalition. Organized labor, with the Teamsters, the Kansas AFL-CIO, KNEA, AFT, SEIU, UAW and UFCW, plus a reunited party establishment led by Kelly. kansasreflector.com
- Weak spot in polling. Name recognition: 12 percent had not heard of her and 15 percent were neutral in Emerson's September 15 to 16 poll, which had her down 44 to 51. Unaffiliated voters outnumber Democrats by more than 50,000. emersoncollegepolling.com and kcur.org
- Recent event. On October 26 she called Masterson a stooge for Big Tech after Building the Future put more than $1.5 million behind him; a week earlier she thanked Trump for shouting her out after he called her a radical lunatic. yahoo.com and newsfromthestates.com
- Money gap. She had $64,933.65 cash on July 23 against Masterson's $430,211.71, and the RGA's about $6.9 million reservation dwarfs KVI's $2.755 million. sunflowerstatejournal.com and sunflowerstatejournal.com
