Kremlin spokesperson Dmitry Peskov said on Oct. 23 that the next round of talks among Russia, Ukraine and the United States is "planned for the first half of November in Abu Dhabi," Al Jazeera reported, citing AFP. Putin agreed "in principle" to resume the talks after meeting U.S. envoy Steve Witkoff near St. Petersburg on Oct. 21, the Associated Press and Fox News reported. Putin aide Yuri Ushakov said proposals he attributed to Ukraine and the EU "contained little that was useful," CBS News reported.

Overnight into Oct. 22 Russia fired 21 missiles at Kyiv in three waves, Zelenskyy said, damaging apartment buildings, energy sites, a railway station and the subway, the AP reported; at least four people were killed across Ukraine. Zelenskyy said three ballistic missiles carried cluster warheads and 34 people were hurt, including five children, according to CBS. Russia's Defense Ministry said it downed 808 Ukrainian drones overnight, the AP reported.

Zelenskyy told Fox News he would accept freezing the front lines as a ceasefire, saying "Yes, right now, we have to freeze," with Ukraine then seeking security guarantees from the U.S. and Europe. Russia has often rejected ceasefire deals; Foreign Minister Sergey Lavrov said last week there would be no ceasefire that lets Kyiv rearm, Fox reported.

Ukraine has also faced limits on SpaceX's military satellite network. CBS News reported, citing sources, that Elon Musk chose to restrict Ukraine's access to Starshield, slowing drone operations; Musk wrote that limits are "decided by the US military and ultimately POTUS." Trump said Musk restored the access, saying "The bottom line, he put it back," Al Jazeera reported. Al Jazeera also reported that the U.S. has eased sanctions on Moscow and agreed to buy 300,000 tonnes of Russian diesel, and that Russia and Ukraine each released 270 prisoners of war.

What is established

  • Three way talks are planned for the first half of November in Abu Dhabi, the Kremlin said.

  • Trump says Musk restored Ukraine's satellite access after restrictions began around Oct. 13.

What each side says

President Volodymyr Zelenskyy

A freeze of the front lines is the minimum Ukraine needs, and the latest strikes show no real change in Russia's stance.

The Kremlin

Talks will take a long time and should settle long term security arrangements rather than a short truce, and Ukraine must make the "necessary decisions."
